Clare has dedicated her career to mastering the technical complexities of the U.S. immigration laws for the benefit of her clients as well as advocating for favorable changes to immigration policy. Clare’s writing has been published in the NY Times, and she has appeared as an immigration expert on Telemundo, the CBS Evening News with Jeff Glor, and ABC. She has lobbied Congress for legal reforms on behalf of the American Immigration Lawyers Association. From 2015-2020 she was contracted by the Government of Mexico to represent Mexican nationals in immigration matters through their diplomatic presence in the U.S. She worked with the non-profit organization Burmese American Community Institute to start a legal services clinic which to date has helped over 2,000 refugees become naturalized citizens.

Prior to becoming a lawyer, Clare traveled throughout Latin America, served in the U.S. Peace Corps in Ecuador, and worked as a professional translator. She received her Juris Doctor magna cum laude from Indiana University McKinney School of Law and earned a Bachelor of Science from Purdue University.
